Attendance: 22 Members plus Ryan Lahr for Kyle Rae’s office and 2 guests from BENA

1. Review of Minutes
Brian Bagley confirmed that a quorum was present and distributed copies of the October 5, 2007 and December 5, 2007 meeting minutes.. A motion was made to approve the October 5th and December 5th minutes and was duly seconded. A vote was hold with all in favour.

2. Review of Action Items

Brian Bagley noted that any action items would be dealt with in the course of the meeting.

3. Treasurer’s Report

Brian Bagley provided an update on the financial position of the UNJA. The account balance as of February 29, 2008 was $2,289.16. A discussion was held regarding the possible introduction of a membership fees for participating in the UJNA election and votes. Further discussion will be deferred to a future meeting.

4. Neighbourhood Branding

Jacqueline Jordan reviewed the process underway for selection of a neighbourhood brand including a recap of highlights of the discussions that took place at the December 5, 2007 UJNA meeting. The email to the UJNA membership and hand delivered fliers had elicited additional interest and suggestions. The meeting then considered the following brand names:

  •  Upper Jarvis Neighbourhood
  •  Jarvis Estates
  •  Mansion District.

After considerable discussion and input from all present, there was general agreement to keep the name “Jarvis” in the brand name and that further work was required to determine an appropriate word to describe the area. Mansion District was deemed appropriate for a possible future BIA in the neighbourhood, but not as the neighbourhood brand.

Final selection of the brand will be decided by the Executive with input from Councillor Rae, City Hall Heritage Preservation Services staff and Transportation Services staff.

It was reported that signage for the neighbourhood branding cost approximately $3000.00, and an estimated 30 signs are required.

5. Officer Elections

Notice of the election of UJNA officers was made at the December 5, 2007 meeting as well as publication in an email notice. The Secretary advised that no nominations were received other than from the incumbents. The incumbents were elected by acclamation.

6. Jarvis Street Redevelopment

The sub-surface utility engineering review has been completed. The Jarvis Street Streetscape Improvement Environmental Assessment project has established a Community Advisory Group that includes membership from the UJNA. A public consultation will be held on March 19, 2008 at the National Ballet School on Jarvis Street and a walking tour of Jarvis Street will be held with the Advisory group in early May.

7. Update on the Community Development Projects and City Hall

  • 500 Sherbourne – Excavation is well underway
  • Verve (Wellesley and Jarvis) – well under construction. Building to be 34 stories when complete.

The UJNA will be engaged with Tridel during their selection of Grade Level Retails

  • Jarvis Mansions (Jarvis St.) – media reports indicate that the developer is in receivership and indicate that owners who invested four year ago will have the option to repurchase at current market prices.
  • Snow removal on streets – Chris Crane has made a call into the inspectors to review. Individuals can lodge a complaint by calling 388-SNOW.
  • 15 Huntley (former Children’s Aid Society) owned by the Elementary Teachers Federation of Ontario- No update on the owners use, no re-zoning applications have been made to the City yet. However the UJNA is advised that the ETFO plans to make an application in the future.

Earl Street Traffic Light – This capital expenditure was approved in 2007. Councillor Rae’s office is to report back on the implementation date.

James Cooper Mansion – Construction to start very soon. The City Hall traffic department has been reviewing the option of making the first few hundred meeting of Linden two way traffic, Action Item Responsibility
